This is unexpected and even very unpleasant for some, but it is undeniable and has a long-term effect. All this is very significant for the development of human rights.
Daníel E. Arnarsson has been the Executive Director of the National Queer Organisation of Iceland since 2017. Daníel is also a stand-in MP for the Left-Green Movement and has taken seat at the Parliament three times. Daníel is educated in sociology at the University of Iceland. Daníel has been active in the feminist movement in Iceland, the Pacifist movement and was for a time the vice-chair of the Human Rights Office of Iceland. In his free-time he sings and cooks, while thinking about politics and human rights.
Vaida Tretjakova is a researcher at the Institute of Sociology of the Lithuanian Centre for Social Sciences. She conducts sociological and demographic research on teenage mothers; male and female childlessness; reproductive health; gender roles, relationships and inequalities.
Ignas Kalpokas completed PhD studies in political science at the University of Nottingham (UK) in 2016. Since 2015, he has been working at Vytautas Magnus University, currently as an associate professor and senior researcher. Kalpokas also works as associated professor at the LCC International University and is a member of the Comittee for the Doctoral Studies in Communications at Vilnius Gediminas Technical University. Ignas Kalpokas did an internship at the University of Pavia (on scholarship from the Government of Italy) and Marymount University (on Fulbright scholarship). His main research priorities include the social impact of artificial intelligence theories, digital transformations, algorithmic governance and information security.

Matteo de Bellis is a researcher on migration and asylum at Amnesty International (International Secretariat – Europe Regional Office). Since 2011, Matteo has carried out research on human rights issues affecting refugees and migrants in numerous countries, including by conducting visits in Italy, Malta, Niger, Poland, Spain, and Tunisia. In 2021/22, he was a member of the team that carried out research on the situation of refugees and migrants in Lithuania, described in the report “Lithuania: forced out or locked up. Refugees and migrants abused and abandoned” (June, 2022).

Margarita Jankauskaitė is an expert of the Center for Equality Advancement, doctor of Humanities working in the field of gender equality, non-discrimination, prevention of gender-based violence. She conducts trainings, seminars, lectures for various target groups in Lithuania and abroad on gender mainstreaming, prevention of violence against women, and women’s representation. In 2019, Margarita was awarded the Medal of the Order of the Grand Duke of Lithuania Gediminas for promoting human rights, democratic values, social exclusion and the reduction of domestic violence against women.
Sigita Rudėnaitė is the Chairperson of the Lithuanian Judicial Council; she held the office of the Acting President of the Supreme Court of Lithuania and was the Chairperson of the Civil Division of this court. The area of interests of Sigita Rudėnaitė is determined by her extensive judicial activity and duties in self-government. Her long-time work as a judge has focused on the role of judges in upholding the rule of law; she has gained extensive experience in the protection of fundamental rights, including experience in solving challenges to the direct application of the Constitution, national law, and European law.
Aivaras Žilvinskas is attorney at law and defender of human rights. He represents persons in criminal, civil, constitutional and other legal cases, both in national and international courts and dispute resolution institutions, especially in those cases which are related to the issues of discrimination, hate crimes, compensation of damages. He also helps NGOs to lead strategic human rights cases, for example, in 2021 he successfully represented in court organisers of Kaunas Pride.
Mindaugas Kluonis is a political scientist and human rights activist. In 2006-2009, he worked as an advisor to the President of the Republic of Lithuania. In 2012-2016, he was the Assistant to the Member of the Seimas Marija Aušrinė Pavilionienė. In 2017-2020, he worked as advisor in the Office of the Equal Opportunities Ombudsperson. He is the drafter of the first gender-neutral partnership law and author of publications and research on human rights issues. He is a member of the Tolerant Youth Association and the President of the Family Planning and Sexual Health Association.
Inga Ruginienė is the chairperson of the Lithuanian Trade Union Confederation (LPSK). LPSK is the largest national trade union organization, uniting both public and private sector workers. Its field of activity is to protect the interests of employees, who are a much weaker side of the labor market than employers, to represent them in the highest institutions of the country, to promote the idea of employee organization. Workers’ rights, although protected by numerous laws and institutions, are still often grossly violated. Meanwhile, people (especially in the regions) are overcome by fear (of losing their job, “angering” the employer) and avoid or do not know how to defend their rights.

Gražina Sluško is lawyer and Specialist of the Department of Relations with National Communities of the Department of National Minorities under the Government of the Republic of Lithuania. She is responsible for the issues of the integration of the Roma national minority. After completing studies of International Protection of Human Rights at Mykolas Romeris University, she has spent over 15 years working in the field of the integration and protection of national minorities.
Gražina Ramanauskaitė is the Inspector of Journalist Ethics. Since 2018, she is a member of the Organization of News Ombudsmen and Standards Editors (ONO).
Milda Varnauskaitė is a professional oral storyteller and storytelling art teacher. Milda’s oral stories intertwine historical, autobiographical and folklore motifs. She also often resorts to retelling stories from the perspective of female characters: in the summer of 2022 in Amsterdam, together with six other storytellers from different countries, Milda retold the “Odyssey”. Milda has participated in almost all the most important oral storytelling festivals in Amsterdam, Paris, Leeuwarden, Svendborg, etc.

Monika Antanaitytė has been working in the field of human rights since 2013. She was a member of board of Coalition of Human Rights Organizations in 2017–2019 and joined LGBT activism in 2019.

Irma Zabulionytė is the head of the “SOS Children” agency in Panevėžys. The non-governmental organization has established the only Women’s Crisis Centre in Panevėžys, which provides specialized comprehensive help to victims of domestic violence in Panevėžys County. Irma Zabulionytė, who has ten years of experience of fighting violence against women and children, won the “Honour of Lithiania 2020” award for the help she provides to people facing various hardships.
Tautvydas Vencius is Advisor at the Horizontal Policy and Project Management Group of the Ministry of Social Security and Labour of the Republic of Lithuania. He coordinates issues and projects of social integration of vulnerable groups: persons released from correctional facilities, homeless persons, long-term unemployed persons etc. He teaches at the Dept. of Social Policy of Vilnius University and is PhD student at the Institute of Sociology at the Lithuanian Centre for Social Sciences. His main interests both in practical and scientific activities are related to the inclusion of vulnerable groups, social mobility, and social security issues.
Živilė Dambrauskaitė has over 10 years of professional experience in the field of enabling the success of Belarusian nongovernmental organizations and independent media (Lithuanian office of Nordic Council of ministers, other international NGOs). She obtained her BA and MA degrees at the Vilnius University Institute of International Relations and Political Science (academic focus: EU-Belarus relations and regime transformation).
Aurelija Auškalnytė is a psychologist who works in the non-governmental sector (NGO Mental Health Perspectives and NGO Center for Equality Advancement) on topics of human rights – a right to mental health, rights of people with disabilities, gender equality and others. Different fields of work allow us to see various intersections. Among them, unique strengths of women with disabilities, but also a greater risk of experiencing violence.
Karolis Čepas is a lawyer who carries out investigations and consults individuals on discrimination based on gender, disability, age and other grounds at the Office of the Equal Opportunities Ombudsperson in Lithuania. Co-author of the analysis of legal acts regulating the provision of help to women with disabilities experiencing domestic violence.
Mintautė Jurkutė is a gender equality expert at the Office of the Equal Opportunities Ombudsperson in Lithuania. In recent years, together with the office team, have been conducting public awareness campaigns on the topics of domestic violence against women and gender inequality, carrying out public researches, and organizing other violence and discrimination prevention activities. Currently, focused on intersection of gender and disability aspects and how to improve support services for survivors with disabilities, and the recognition of violence against women with disabilities.
Richard Martin-Nielsen, Charge d’Affaires at the Embassy of Canada, was a Deputy Director responsible for Chemical, Biological and Conventional Weapons in the Non-Proliferation and Disarmament Division at Global Affairs Canada, before moving to Vilnius in 2019. He has served at Canadian missions in Cameroon and Hungary, at the Canadian Joint Delegation to NATO, and in headquarters divisions for Northern Europe, Central and Eastern Europe, and Foreign Policy Development.
Vytautas Valentinavičius is the Head of the Human Rights Division of the Seimas Ombudspersons’ Office, PhD student in Political science at Kaunas University of Technology, and a junior researcher at the Faculty of Social Sciences, Arts and Humanities. He was awarded Cum Laude Master’s degree in Political Science by Vilnius University’s Institute of International Relations and Political Science. He has been working in the field of human rights protection for 15 years, has been a member of the board of several non-governmental organizations, and contributed to the formation and activities of the Human Rights Coalition (since 2014). Vytautas Valentinavičius also writes op-eds on various topics related to human rights.
Dr. Ingrida Danėlienė is Dean and Associated Professor of the Faculty of Social Sciences of European Humanities University and Senior Research Fellow at Vytautas Magnus University. In 2003-2022 she worked at the Supreme Administrative Court of Lithuania, the Constitutional Court, Vilnius University Faculty of Law and Mykolas Romeris University Law School (as Vice-Dean of the Law School in 2021-2022). In 2016-2020, she was a member of the Venice Commission’s Joint Council on Constitutional Justice, coordinator, implementer and expert of projects dedicated to Lithuanian development cooperation and EU and Council of Europe’s legal aid to Eastern Partnership countries. Dr. Danėlienė is also the author of the monograph Konstituciniai Ginčai and co-author of other monographs as well as author and co-author of scientific articles on constitutional law, constitutional justice, human rights, and gender equality.
Simona Aginskaitė is the communication and advocacy projects expert at the Lithuanian Disability Forum. She conducted a victimological study of women with disabilities who have experienced violence, initiated the establishment of an advocacy committee for women with disabilities, cooperates with gender equality organizations by presenting discrimination situations arising from the intersection of disability and gender.

Dr. Gediminas Sagatys is a judge of the Supreme Court of Lithuania and a partnership professor of the Institute of Private Law of the Mykolas Romeris University Law School. His professional and research interests include private law, constitutional law, family law and human rights.
Arkadijus Vinokuras is an actor, journalist, essayist and author of 10 books. He was born in Kaunas in 1952; he had the citizenship of Israel in 1975–1980 and citizenship of Sweden in 1980–2012. In 2002, for his merits to Lithuania, Arkadijus Vinokuras was granted citizenship of Lithuania on an exceptional basis.
Aušra Maslauskaitė is professor of Vytautas Magnus University, head of the Department of Demographic and Family Research (LSMC), true member of the Lithuanian Academy of Sciences. Her research priorities include family sociology, family demographics, and gender sociology. The scientist has researched the situation of single mothers in Lithuania and published work about love and marriage in Lithuania, young families, the development, factors, and consequences of divorces, transnational families etc. Maslauskaitė has also been awarded the Lithuanian Science Prize.

Darius Staniulis is Ambassador Extraordinary and Plenipotentiary of the Republic of Lithuania to the United Nations Office and other international organisations in Geneva. D. Staniulis, in the diplomatic service, has been working extensively on human rights issues, mainly at the United Nations and the Council of Europe. He served as a Head of the Human Rights Division at the Ministry of Foreign Affairs (MFA). He continued to work on the human rights agenda at the Lithuanian Permanent Mission in Geneva from 2008-2011 and during the preparations for Lithuania‘s membership in the UN Security Council. Furthermore, he served as Deputy Director of the United Nations, International Organisations and Human Rights Department of the Ministry of Foreign Affairs, and from 2018 until his appointment in Geneva in January 2022 as Director of the Department.
Vladimiras Siniovas has 24 years of legal work experience in the field of asylum, including work at the United Nations High Commissioner for Refugees (UNHCR) and the European Commission. While working at the European Commission, he was responsible for the preparation of the new version of the Asylum Procedures Directive. Vladimiras Siniovas currently holds the position of legal officer at the UNHCR representation for the Nordic and Baltic countries.
Prof. Dr. Aleksandras Dobryninas is a professor at the Faculty of Philosophy of Vilnius University; he is a sociologist, a member of the Judicial Court of Honour. His research and professional priorities include criminology, corruption problems, human rights, and mass media. Between 2000–2002, Aleksandras Dobryninas was the Chairman of the Board of the Lithuanian Chapter of Transparency International, an international anti-corruption organisation, also the Chairman of the Council of the Lithuanian Chapter of Transparency International and, from 2003, an expert of this organisation.
Prof. Dr. Vytautas Mizaras is a judge of the Constitutional Court of the Republic of Lithuania and a professor at the Faculty of Law of Vilnius University. In 2003–2015, he held the office of the Head of the Department of Private Law of the Faculty of Law of Vilnius University and, from 2016 to 2021, he was the Head of the Science Centre of European Private Law and Intellectual Property Law at this faculty. He is a former Chairman of the Council of the Human Rights Monitoring Institute, and a member of the Copyright and Neighbouring Rights Commission of the Republic of Lithuania. He has been a member of the editorial boards and a peer reviewer of several foreign scientific journals.
Algis Norkūnas is a justice of the Constitutional Court and a former long-standing judge of the Supreme Court of Lithuania. In 2006–2008, he held the position of the Deputy Chairman of the Judicial Council; from 2010 to 2016, he held the office of the Chairman of the Commission for Judicial Ethics and Discipline and, in 2016–2020, he was a member of the Judicial Council. From 1999, Algis Norkūnas lectured at Mykolas Romeris University and, from 2016, he was a partnership associate professor at the Law School of this university. He is the author of a number of scientific articles on civil liability, civil procedure, consumer rights, and other issues, as well as the co-author of several monographs, legal textbooks, and other teaching aids.

Dr. Gintaras Goda is a justice of the Constitutional Court of the Republic of Lithuania and a partnership professor at the Faculty of Law of Vilnius University. In 2002–2005, Gintaras Goda was a judge of the Supreme Administrative Court of Lithuania and, in 2005 – 2017, he was a judge of the Supreme Court of Lithuania. During the years of his professional and academic activity, Gintaras Goda contributed to the drafting of various laws and was a member of the working group for preparing the Code of Criminal Procedure. He is the author and co-author of a scientific monograph, several textbooks, books, and a number of scientific articles on issues related to criminal procedure law.
Mantas Adomėnas is the Vice-Minister of Foreign Affairs of the Republic of Lithuania. Philosopher, writer, politician and active public figure. M. Adomėnas served as a member of the Seimas from 2008 to 2020 and currently serving as a Vice-Minister of Foreign Affairs from 2021. Mr Adomėnas is responsible for the formulation and implementation of Lithuania’s policy in the United Nations system, the Council of Europe, and other multilateral formats.

Ambassador Gilchrist is a career member of the Senior Foreign Service, class of Minister-Counselor. His last position at the Department of State was that of Director of the Operations Center 2016-2019. Prior to holding that position, Mr. Gilchrist was Deputy Chief of Mission of the United States Embassy in Sweden, Deputy Chief of Mission of the United States Embassy in Estonia, and the Director of Nordic and Baltic Affairs in the State Department’s Bureau of European and Eurasian Affairs. Among his earlier assignments, Mr. Gilchrist was Deputy Political Counselor at the United States Embassy in Iraq, Chief of the Political Section of the United States Embassy in Romania, and a Special Assistant in the Office of the Deputy Secretary of State. Mr. Gilchrist earned a Bachelor of Arts from Wake Forest University, and holds a Master of Arts from the University of Virginia. He speaks Spanish and French and has working knowledge of Romanian and Estonian.

Previously, she headed the Lithuanian Center for Human Rights, was an associate professor at the Department of Constitutional Law of the Faculty of Law of Mykolas Romeris University and taught at the Institute of Law of Vytautas Magnus University.
Birutė Sabatauskaitė is the Equal Opportunities Ombudsperson, legal and advocacy expert. Previously she was the director of the Lithuanian Centre for Human Rights. In the organization, she performed analyses aimed at the implementation of the principle of equal opportunities in Lithuania, prepared reports for international institutions and conducted trainings on discrimination against various groups, hate crimes, domestic violence, and violence against women. Birutė Sabatauskaitė has also worked in the Working Group for Promoting an Effective Response to Hate Crimes and Hate Speech in Lithuania, which was established under the Ministry of the Interior of the Republic of Lithuania.

Erika Leonaitė is the Seimas Ombudsperson for investigating the complaints regarding the activities of state institutions and officials. Erika Leonaitė holds a PhD in Law and works as a lecturer at Vilnius University’s Institute of International Relations and Political Science and the Faculty of Law. Her academic interests include the development of international human rights standards and international law. Erika Leonaitė has worked in the Constitutional Court. In 2017, she started working at the Human Rights Monitoring Institute, where she focused on the issues of domestic violence, the rights of victims and the right to a fair trial.
Dovilė Juodkaitė is the President of the Lithuanian Disability Forum, board member of the European Disability Forum, and member of the European Economic and Social Committee. For more than 15 years, she has been actively working in the field of advocacy for the rights of persons with disabilities, participating in the process of drafting legislation related to disability, and preparing reports for international organizations on the situation of persons with disabilities in Lithuania.
Tomas Vytautas Raskevičius is a member of the Seimas of Lithuania, Chair of the Seimas Committee on Human Rights, a politician and lawyer, an LGBT activist, former member of Vilnius City Council, Head of the Equal Opportunities Mainstreaming Division at the Office of the Equal Opportunities Ombudsperson. He is also one of the founders and board members of the political party Laisvės Partija (Freedom Party).
Prof. Dr. Danutė Jočienė is the President of the Constitutional Court of the Republic of Lithuania and a professor at the Law School of Mykolas Romeris University. In 2004–2013, she was a judge of the European Court of Human Rights and, between 2011–2013, she held the position of the Vice President of Section II of the European Court of Human Rights. In 2003–2004, Danutė Jočienė was the representative of the Government of the Republic of Lithuania at the European Court of Human Rights and the Human Rights Committee of the United Nations. Between 1994–2003, Danutė Jočienė was an associate professor and the Vice Dean of the Faculty of Law of Vilnius University. She is the author of many scientific publications. Her research and professional priorities include human rights, constitutional jurisprudence, international organisations, and the jurisprudence of the ECHR, the Court of Justice of the EU, and the General Court of the EU.
